BASW Cymru Adroddiad - Ebrill 2014/BASW Wales report - April 2014

Bu’r digwyddiadau a’r gweithgareddau yng Nghymru yn y mis diwethaf megis corwynt o ddigwyddiadau (maddeuwch y cydweddiad â’r gwynt!) Buom yn weithredol cysylltiedig â dau ddigwyddiad i ddathlu Diwrnod Gwaith Cymdeithasol y Byd, mynychu cynadleddau gwleidyddol, cynllunio ar gyfer cynhadledd ein hunain ym Mehefin yn ogystal â’n gwaith arall arferol. Cawsom ryw faint o newyddion da parthed y Papur Gwyn ar Reoleiddio ag Archwilio, sy’n dangos dylanwad cynyddol a rôl hanfodol BASW Cymru mewn datblygiadau deddfwriaethol. Yn olaf, cynhaliwyd ein Cyfarfod Blynyddol yn Rhaeadr Gwy ar 13 Mawrth, pan gafwyd adroddiadau am dyfiant a’n dylanwad parhaus dros y flwyddyn ddiwethaf.

Cynadleddau Gwleidyddol: Cyllidwyd presenoldeb BASW Cymru, ynghyd â saith o bartneriaid eraill o Gynghrair Ail-alluogi Cymru (WRA), yng nghinio pob un o’r pedwar prif Gynadleddau Gwleidyddol yng Nghymru trwy noddi bwrdd. Mae hwn yn ddull llawer mwy cost effeithiol o ddangos ein dylanwad na thalu am ddigwyddiad ymylol. Roedd nod deublyg i fynychu'r rhain. Yn gyntaf, fel aelod o’r WRA, rydym yn canfasio gwleidyddion amlwg o bob plaid (sy’n westai ar ein bwrdd) am amcanion ail-alluogi, megis cefnogi a gwella medrau pobl fel y gallent barhau i fyw yn annibynnol yn eu cartrefi a’u cymunedau eu hunain. Mae hefyd yn rhoi’r cyfle i ni hybu BASW Cymru a materion allweddol gwaith cymdeithasol a gweithwyr cymdeithasol yng Nghymru, fel y gallem gael hyd yn oed mwy o ddylanwad gwleidyddol yn y Cynulliad.   

Diweddariad ar ddeddfwriaeth: Mae Mesur Gwasanaethau Cymdeithasol a Lles (Cymru) yn cychwyn ar y bedwaredd cam o’i daith i ddod yn ddeddf. Fe drafodir mwy o welliannau yn ystod y cam hwn - yn arbennig y rhai a gyflwynwyd am godi tâl.    Rwy’n tybio bod Llywodraeth Cymru yn gorfod mantioli’r cyfrifon os ydynt am lwyddo i gyfarfod y nod o gost sero (ac eithrio cyfran fechan tuag at y cyllid cychwynnol).

Yn dilyn cyfarfod gyda Swyddogion Llywodraeth Cymru, fe benderfynwyd gwahodd y rhandeiliaid allweddol, yn cynnwys BASW Cymru, i fod yn gysylltiedig â chreu’r Mesur sy’n deillio o’r Papur Gwyn ar Reoleiddio ag Archwilio. Mae hyn yn newyddion arbennig o dda. Nid yn unig bydd hyn yn arbed llawer iawn o amser ag ymdrech trwy gyflwyno gwelliannau, ond mae hefyd yn dangos bod pobl yn ceisio barn BASW ar greu deddfwriaeth at y dyfodol. Mae ein dylanwad a’n llais yn parhau i gynyddu’n gryfach!     

Digwyddiadau BASW Cymru: Mae’r gwaith o baratoi ar gyfer ein Cynhadledd Flynyddol ‘Datblygiad Proffesiynol Parhaus ag effaith CPEL - beth mae hyn yn ei olygu i chi?’ bron a gorffen. Fe’i cynhelir ar ddydd Mercher 18fed Mehefin 2014 o 9.30am tan 3.30pm yng Nghanolfan Adnoddau’r Cyfryngau, Ffordd Oxford, Llandrindod, Powys. Er y llwyddiant a gafwyd yn ein cynhadledd llynedd, cafwyd rhyw fain o adborth defnyddiol ar yr arddull a materion iaith ac fe’u cymerwyd y rhain i ystyriaeth ar gyfer digwyddiad eleni. Am fwy o fanylion, cadwch olwg ar y wefan , yr e-bwletinau a rhifynnau o PSW yn y dyfodol.

Mae’r gwaith o baratoi ar gyfer y Digwyddiad i Wobrwyo Gwaith Cymdeithasol BASW Cymru yn mynd ymlaen a byddwn yn gofyn am enwebiadau yn fuan. Bu rhai cyflogwyr mewn cysylltiad â mi eisoes yn dymuno enwebu unigolion neu dimoedd. Ewch ati os gwelwch yn dda i ddynodi’r bobl hynny y gellir eu henwebu, fel gall gwaith cymdeithasol dathlu ‘newyddion da’ o lwyfan genedlaethol yn hytrach nag amddiffyn beirniadaethau, fel yw’r achos mor aml. Unwaith eto, bydd fwy o wybodaeth ar gael ar y wefan, e-bwletinau a rhifynnau o PSW yn y dyfodol.

Rhwydweithiau Annibynnol: Fe gynhelir cyfarfod nesaf Rhwydwaith Annibynnol De Cymru yn ein swyddfeydd yng Nghaerdydd yn 1 Caspian Point, Caerdydd ar ddydd Mercher 9 Ebrill 2014 rhwng 10am a 12 canol dydd. Byddaf yn rhoddi i’r Rhwydwaith diweddariad ar ddeddfwriaeth gyfredol a’r datblygiad o bolisïau yng Nghymru. Cewch gadw eich lle ar gyfer y digwyddiad hwn trwy fynd ar-lein.

Events and developments in Wales have been a hurricane of activity in the last month (sorry about the wind analogy!). We have been actively involved two World Social Work Day events, attending party conferences, planning for our own conference in June as well as all our other normal activity. There has been some very welcome news regarding the White Paper on Regulation and Inspection, which indicates the growing influence and crucial role that BASW Cymru is playing in legislative developments. Finally, we had our Annual Meeting in Rhayader on 13 March, where continued record growth and influence was reported over the past year.

Party Conferences: BASW Cymru, along with seven other Welsh Reablement Alliance (WRA) partners, funded attendance at all four main Party Conference dinners in Wales by sponsoring a table. This is a far more cost-effective way of asserting our influence than paying for a fringe event. The aim of attending these was two-fold. Firstly, as a member of the WRA, we canvass key political figures from each of parties (who are guests on our table) about the aims of reablement, such as supporting and upskilling people so that they can remain living independently in their own homes and communities. It also gives us the opportunity to promote BASW Cymru and the key issues for social work and social workers in Wales, so that we have even more political influence in the Assembly.

Legislation update: The Social Services and Well Being (Wales) Bill is now entering the fourth stage of its journey towards legislation. More amendments are to be discussed at this stage – particularly those that have been put forwards about charging. I guess the Welsh Government needs to see that the books balance if they are to achieve their goal of implementation at zero cost (apart from a small amount of initial funding).

Following a meeting with Welsh Government Officers, it has been decided that key stakeholders, including BASW Cymru, will be invited to be involved in the creation of the Bill emanating from the White Paper on Regulation and Inspection. This is extremely good news. Not only will it save a lot of time and effort putting amendments forward that could have been avoided, it also shows the views of BASW Cymru are being sought on the creation of future legislation. Our influence and voice is growing ever stronger!

BASW Cymru events: Planning for our Annual Conference ‘Continuing Professional Development and the impact of CPEL – what does this mean for you?’ is virtually complete. This is being held on Wednesday 18t June 2014 from 9.30am to 3.30pm at the Media Resource Centre, Oxford Road, Llandrindod Wells, Powys. Despite a successful conference last year, members gave us some very helpful feedback on the style and language issues which we have taken into account for this year’s event. For more details, please keep your eye on the website, e-bulletins and future PSW editions.

Planning for this year’s BASW Cymru Annual Social Work Awards is underway and we will shortly be advertising for nominations. I have already been contacted by some employers wishing to nominate people or teams. Please start identifying colleagues who you can nominate, so that social work can celebrate ‘good news stories’ on a national platform, rather than defend criticisms, as is so often the case. Again, further information will be found on the website, e-bulletins and future editions of PSW.

Independents Networks: The next South Wales Independents Network is at our Cardiff offices at 1 Caspian Point, Cardiff on Wednesday 9 April 2014 between 10am and 12 noon. I will be providing the Network with an update on the current legislative and policy developments in Wales. Please book online to secure your place at this event.
