BASW Cymru Adroddiad – Gorffennaf-Awst 2013/BASW Wales Report - July-August 2013

Rydym yn parhau i wthio ymlaen, yn ddigon gobeithiol, gyda datblygiadau cyfredol a newydd yma yng Nghymru, ond hefyd mae yna lawer o heriau o’n blaenau.

Neges bwysig: Mae yna lu o ddatblygiadau cadarnhaol mewn deddfwriaeth a strwythurau gyrfaoedd all fod o fudd i waith cymdeithasol yng Nghymru, yn cynnwys gofynion Addysg a Dysg Broffesiynol Barhaus (ADBB) a’r Mesur newydd Gwasanaethau Cymdeithasol a Llesiant (Cymru). Fodd bynnag, mae materion sy'n peri pryder yn parhau i godi eu pennau gyda’r diwylliant bwlio yn y maes rheoli yn parhau i rwystro arferion moesegol da. Mae’r pwnc hwn yn cael ei anwybyddu gan lawer o’r rhai sydd mewn grym sydd a'r gallu i’w rwystro. Rydym hefyd yn clywed am ormod o weithwyr cymdeithasol sy’n cael eu dwyn i gyfrif yn y termau mwyaf difrifol am faterion y gellid eu hystyried i fod o arwyddocâd llawer llai.

Nid ydym yn barod i sefyll o’r neilltu a gadael i hyn ddigwydd. Os na fydd y bobl sydd â’r grym yn barod i wrando a mynd i’r afael â’r materion hyn, rydym ni yn BASW Cymru yn sicr bod yna ffyrdd eraill ar gael i ddod â’r neges adref.

Yr hyn sydd yn bwysig yw’r angen i ni lynu at ein gilydd. Mae bod yn aelod o BASW a dewis i ymuno ag Undeb y Gweithwyr Cymdeithasol (UGC) yn bwysicach rŵan nag y bu erioed. Peidiwch â meddwl na all hyn ddigwydd i chi - oherwydd yn anffodus mae’n gallu digwydd ac mae yn digwydd. Mae diogelwch i gael mewn niferoedd, ac yn arbennig, trwy ymuno a’ch cymdeithas broffesiynol.

Mae llawer gormod o gyflogwyr yn parhau i ymddangos i fod yn anymwybodol o gyfraith cyflogaeth ac yn gwrthsefyll cydnabod rôl gynrychioliadol Undeb y Gweithwyr Cymdeithasol. Maent yn ymddwyn yn anghyfreithlon a byddwn yn ymateb yn ôl yr angen pan ddaw enghreifftiau o’r fath i’r golwg.

Gweithgareddau’r Pwyllgor: Cynhadledd: Bu Cynhadledd Genedlaethol BASW Cymru ar Ddiogelu yn “llwyddiannus iawn”, gyda’r cynrychiolwyr yn rhoi adborth da am y digwyddiad yn gyffredinol ac ar ansawdd y siaradwyr.

Cafwyd un arsylwad mwy beirniadol, fodd bynnag, yn gysylltiedig â gwaith cyfieithu BASW Cymru - Cymraeg / Saesneg. Anogodd hyn i Robin Moulster ailadrodd ei gais blaenorol yn galw ar aelodau i ymuno ag Is-Bwyllgor Iaith Gymraeg i gynghori a rhoi sylwadau ar sut i wella’r maes hwn o waith BASW yn ogystal ag agwedd gwaith cymdeithasol i’r mater yn fwy cyffredinol.

Gwobrau Gwaith Cymdeithasol: Rydym eisiau i chi enwebu cydweithiwr neu dîm haeddiannol cyn y dyddiad cau os gwelwch yn dda. Os ydych yn credu na ddylem ganmol ein hunain, yna fe ddylech ailfeddwl. Os nad ydym ni ein hunain am dynnu sylw at y gwaith da a wneir gan weithwyr cymdeithasol o ddydd i ddydd, pwy arall wnaiff? Mae pobl yn barod iawn i feirniadu gweithwyr cymdeithasol pan fo pethau yn mynd o chwith, ond dyma gyfle euraidd i roi’r ochr gadarnhaol o’ch proffesiwn. Cofiwch, yn ogystal â chydnabod gwaith da gan unigolion, mae hefyd yn adlewyrchu ar ymarferiad da ledled Cymru. 

Y Newyddion Diweddaraf ar Ddeddfwriaeth: Mae’r Mesur Gwasanaethau Cymdeithasol a Llesiant (Cymru) yn parhau i fynd drwy gamau pwyllgor Cynulliad Cymru. Cynhaliwyd mwy o gyfarfodydd rhwng BASW Cymru ac amryw o randeiliaid am newidiadau parhaus i’r Mesur cyn iddo ddod yn gyfraith. Mae Vaughan Gethin AC, Cadeirydd Pwyllgor Iechyd a Gofal Cymdeithasol y Cynulliad, wedi bod yn barod i dderbyn sylwadau ac i gynnal trafodaethau am welliannau, ac mae hyn yn argoeli’n dda am y gwaith gorffenedig.  

Ac yn olaf ….Daliwch i fod yn ffyddlon at foeseg, egwyddorion a gwerthoedd eich gwaith cymdeithasol os gwelwch yn dda. Yn wyneb y pwysedd i dorri corneli, cadwch yn dawel am anghyfiawnderau ac aberthwch  hwy er lles defnyddwyr y gwasanaethau. Mae angen i ni aros yn ddiysgog gwir i’n hymrwymiad proffesiynol  moesol a moesegol - ac yn bwysicach - y bobl fregus rydym yn gweithio trostynt.

We continue to push on with existing and new developments here in Wales, with plenty of optimism but also many challenges ahead of us.

Important message: There are a host of positive developments in legislation and career structures that could potentially benefit social work in Wales, including the Continuing Professional Education and Learning (CPEL) requirements and the new Social Services and Well-being (Wales) Bill. However, worrying issues continue to rear their ugly heads, with a bullying management culture continuing to restrict good ethical practice and this subject ignored by many of those in power who have the ability to prevent it happening. We also hear of too many social workers who are held to account in the severest terms for issues that could be considered of far less significance.

We are not prepared to stand by and let this happen. If the people that have the power do not want to listen and address these issues, we at BASW Cymru are sure there are other ways to bring the message home.

What is important is that we need to stick together. Being a BASW member and opting into SWU is more important now than it has ever been. Don’t think it can never happen to you – because sadly it can and it does. Safety is in numbers and, especially, in joining your professional association.

There are still too many employers who seem to be unaware of employment law and are resisting recognition of the Social Workers Union for its representation role. They are acting illegally and we will respond as necessary where any such examples arise.

Committee Activity: Conference: The BASW Cymru National Conference on Safeguarding was “very successful”, with good feedback from delegates on the event in general and on the quality of speakers.

One more critical observation, however, related to BASW Cymru’s Welsh/English translation work, prompting Robin Moulster to reiterate a previous request calling on members to join a Welsh Language sub committee to advise and comment on how to improve this area of BASW’s work as well as social work’s approach to the issue more generally.

Social Work Awards: Please, please nominate a deserving colleague or team before the closing date. If you think we shouldn’t be praising ourselves, then please think again because if we don’t bring attention to the good work social workers undertake every day, who else will? People are quick to criticise social workers when things go wrong but here is a gilt-edged opportunity to put the positive side of your profession. Remember, as well as recognising good work of individuals, it also reflects on good practice right across Wales.

Legislation update: The Social Services and Well-being (Wales) Bill is still going through the Welsh Assembly’s committee stages. Further meetings have been held between BASW Cymru and various stakeholders about continued revisions to the Bill before it becomes law. Vaughan Gething AM, Chair of the Health and Social Care Committee of the Assembly, has been open to comment and discussion about improvements, which bodes well for the finished article.

And finally … Please keep true to your social work ethics, principles and values. In the face of pressures to cut corners, keep quiet about injustices and sacrifice the best interests of service users, we need to remain steadfastly true to our moral and ethical professional commitment and – even more importantly – the vulnerable people we serve.
